What I Would Accomplish If I Were to Become the Mayor of Reading for a Day
According to Census Bureau data, my city, Reading, Pennsylvania, has topped the list as one of the highest poverty-stricken cities in the United States. The once thriving town of industry, railroads, and outlet shopping malls has died along with the current withering federal economic status. Reading’s turmoil has brought its eighty-eight thousand residents to a poverty rate of 41.3 percent. And, it does not surprise me that Reading is in Act 47, the state’s financial distressed city program; with not being able to financially meet its residents’ needs. I believe that with my excellent idea of positive reinforcement, the city would flourish and prosper once again.
As mayor for a day, I would implement a program called C.A.R.E: The Community Awareness, Recovery, and Education program. The program would be based on setting educational value to help city residents of all ages and economic levels achieve a good quality of life. It would be designed to team-up with other city educational and outreach programs, such as; The Opportunity House, The Olivet Boys and Girls Club, and The I-Lead Charter School - just to name a few. The program would bring awareness of the importance in education because, after all, Reading’s high school drop-out rate is far from outstanding. The way I see it, the residents of Reading have to individually start caring for their future in order for its community to even begin to prosper.
C.A.R.E. would be a low-funded local government program based upon four key issues facing the City of Reading’s main obstacles. Community: Efforts would be made by local officials to publicly motivate, and reach-out to city residents. Awareness: The program would organize knowledgeable volunteers of the community to impact, and convey a message of awareness; and the importance of education. Recovery: The program would provide special incentives to individuals who volunteer in making a difference, or for residents who are currently the face of poverty whom desire change and growth. Education: With being the most important key element of the program, education is essential for the growth of our city - leading the way from poverty to prosperity.
In conclusion, I believe the C.A.R.E program would motivate, educate, and stimulate the community of Reading by providing residents with hope and optimism for a better future on the road to recovery. I feel that it is imperative that the residents of Reading comprehend the need for higher education in order to place, and establish businesses and manufacturing companies with-in the city walls for growth. And, I believe that education for our young children and adults is a crucial component, not only for knowledge, skill, and trade; but to give a sense of understanding to the importance of life fundamentals and issues.
The motivation of this program is based-off the song “Care” from one of my all-time favorite artist, Kid Rock, who I feel has become an important philanthropist for his own city of Detroit, Michigan. The song inspires the message of hope and pride in one’s community. It explores the message of achieving unity and improvement, and it conveys the message of one person’s conviction that people are truly valuable in the world. Imagine if everyone in the community was to be inspired to care just a little more; I believe that the people of Reading would grow to prosper with a high level of pride, dignity, and accomplishment.

Becky I love your idea about for now - start where you can, local pantry, etc. I think some of those that have done the most amazing things in life, started with one step. Oh, I forgot, if each person
Oh, I forgot, if each person will look at the state level for the state they are in regarding nonprofits and possible imposed taxing, completely separate from government, then we can get a better idea of changes we may need to make from state to state. I got Texas unless we have a volunteer. I would like to see a post started and each person representing that state post possible foreseeable issues under that main post so that we have them all together. For now, for Beckxy we will start with Philly . The only thing I see that will need to be paid for to start is tax id, possible application for nonprofit-haven't tackled that yet, and once we get started the account. For now like I said we can use Facebook to save money and we can all get together on that once we decide our mission statement and board members and take care of the applications and tax id and issues and other fine details. See so far it has cost me a few hours, no dollars and we are on our way. Now can I get a what, what? List of Board members. Beckxy- founder and chief? Or founder? Later chief? I need someone good with numbers and K8 it sounds like you may be good at that. We need a writer for minutes and later quarterly, biquart, or semi annual report. Computers, logistics maybe lil ol wtf if interested. Just suggestions from areas of expertise from what I've seen. Do you all want to vote, appoint by experience, or decide amongst ourselves? Ok time for break. I have to get my Internet server changed for new job and since in remote area it will take some doing. Talk amongst yourselves and let me know which way the wind blows!

We can have as few as 3 members to start or as many as 20 and they don't have to be experienced in each area but it would be nice to appoint people who have some knowledge in that field. I am also looking at tax exemptions for nonprofit as well as unrelated tax exemptions which can comprise up to 20-25% of profit without affecting tax exemption. We will need to file for a tax exemption once all plans in place and that can take 4-6 weeks. Once the board is in place and we develop governing laws then we will need to set up committees and sub committees for rolling out the plan. Organization is the key and I will constantly work on that. If anyone has anything to add let me know or any expertise. Beckxy you just let us know what you want in the mission and hopefully our small group to start can start rolling things out. I know it sounds complicated but it's really not and I can do research. We need to set our laws as far as governing bodies and how long a term on the board can be served. Are we going to appoint or volunteer for board seats, how often will we hold meetings, agenda, we can do most on Facebook to spare time and money for now and I would like to see at least 3-4 meetings per year, maybe set up as a chat and once things grow we can adjust from there. I will look into most of above this week as time allows. Think of who wants to serve where and research that role.some work harder than others. Ok , I'm looking up the difference between a 5013c and some others to see what type of org we need to proceed with and this has to do with whether or not we can lobby or not amongst other things. We need to develop a board to start and we already know our founder, , Beckxy, and sometimes founder can serve as chief excutive but Beckxy that may mean more work so for now if you want to remain as founder and sit head of board with the chief, it may be in your best interest until you can have more spare time. We don't have to have legal counsel but it would be best, especially if they sat as a board member, we will also need for the board an accountant, an auditor, bookkeeper, minutes keeper, But

I'm wondering if we would
I'm wondering if we would save costs by doing a Facebook page to start rather than a website as it costs nothing to create site but does to maintain so I will look into that also. With as many minds as we can put together we should be able to pull it off without a problem. If we have a Facebook page then we can message back and forth between members so as not to post on page and leave page open for announcements , reports, etc. I'll have to look and see if Facebook charges for org page. I started a business page on mine for a consultant company I was working on but with losing a job , I haven't had time to put into it but I start the insurance job the 15th of Oct and should have a lil more time. I'm going to google starting a nonprofit. My husband swears the net is the devils work but I totally disagree as it can be the work of God and his "Kid Rock Angels". Right? Im not really stacked with cash right now either but once the new job starts and I'm working from home, I wil not need those 3 closets of fancy clothes and 300 pairs of shoes so I can put the money to other things. Also I will not be paying for gas. That's huge! So no worries, we can all work together and you focus on school and I think we can pull off your wonderful idea. This will be your org, your idea, with a little help from some friends.going to net to research. I had to turn down teaching job unfortunately because the drive is so long that I couldn't get off and get there in time even working from home and taking off early and 5 days a week w bonus plus better pay is more important right now. Maybe once we are up and going we can save for airline tickets and meet up for small conventions, of course between your studies which are most important right now because a better educated person better serves their community.

It would be nice to eventually get Kids involved to the point that they are earning money for their schools because we all know classrooms are overcrowded, teachers are underpaid, and kids are undereducated. Im not sure in each state if y'all have box tops for education, but that is free money also. I'll start saving here and we can school by school donate at least enough of those to pay for new computers or equipment or books for reading. Let me look into what it's going to cost for accounts and Tax Id if anything since nonprofit. I'm not sure if you have to be liscenced as dba or I thinks it llc, I'll have to ask my son and hubby. It has to do with the way the company is liscenced as a business so that if someone, God forbid, was to sue. Dba is doing business as - under your name, llc limited liability Corp., it may be a nonprofit 5013c . I'll check it out and look into the cost. I'm speaking to a good friend who's dad is an attorney and getting a little help there. We need to form a board of elected, volunteer, and or appointed and form the by laws. It would help to have an attorney who would like to volunteer some time. We need to look at laws governing donations and tax breaks and limits so I will check into .

A good cause need not take all of your time. I think with as many of us that there are that we can all pitch in and give as few or many hours as we can. I completely understand the school thing that's why I called everyone together. Lil ol wtf is excellent with computers and so is my sister who is working on a teaching degree at UNT but I can get her to get on computer on PowerPoint and excel and start developing a flyer. Lil wtf is great at computers so maybe she can dev website. Doesn't cost if you have someone that knows what they are doing. I'd having my husbands friend design it but he's working on researching patents that he and my husband are working on. Lol that will take a while plus they are finishing a major hospital and working on superintedant positions , working 60+ hours right now . I'll be working from home now so I can put in some time. If you want I can look into getting the tax id and put it in multiple names. I'm in. I don't want it in just one name so that there is more than one person at the top for checks and balances and in the case anyone were to back out, etc...think of how money will be distributed and we can set up a nonprofit account for everyone to send donations to and have 2 people , at least for each position . We will need someone to do booking keeping and we can have a quarterly report that designates where money is donated. Always checks and balances! I suggest we start in Philly thanks to you and then once up and running we can go state to state. I would like to see scholarships for kids who would otherwise not get to go to school but that show outstanding performance. We can get with local libraries and find out who we need to speak with to kick it off there. It would be a good starting point. Once started and growing then get your mayor involved to gain added support. The first donations can be used as flyers explaining the program and then you or we could do reading contests, writing contests- the have to read to write.

(ran out of space) my time is short due to school.... shoot I can't even get back to some good friends that I've been wanting to write for a long time... but anyway... if there would be a way to do something GREAT... and not take much money.... like even something small to start..... like to volunteer a few hours a week.... or donating some goods to the local pantry to help establish something of good cause... I'm in. We then can keep brainstorming to come up with ideas and keep CARING for our communities. I've always been scatter-brained... who here is a good leader who can organize thoughts??

Wow! No pressure you guys..lol Val, originally I thought of the concept: Community helping Community.. because local gov really doesn't have spending anyway... but I wanted to try and add... even if it's just officials making a 'Caring' or motivating presence once in a blue moon. It seems as if there's a big lack of city officials motivating our residents. At least in Philly, they have a great mayor who comes out and lets his residents know that he has their backs. We hear nothing in Reading. I mean, even the city's newspaper has tried to get a response from the mayor by making a full front page demand..."Mr. Mayor.. the time is now.. and what do you intend to do" I am sure it doesn't sit well with many questions that go unanswered. What we do know is that he has raised local taxes for city residents that work and live inside the city, and has raised taxes on workers who commute and work in Reading that are not living in the city called a 'worker commuter tax'... to help pay city bills. Yet, the school district has had to let go a ton of teachers this past year because the school district budget was cut big time. I think I may have saw actual teens coming together to discuss the value of their education in Reading... and how they are not getting a great education because of how many kids are in one classroom since some schools had to be shut down. Rebecca, yea no doubt.. and very true.. 'why wait to be mayor'. K8, you are too cool, girl :) RJL, sounds like you know a lil bit about creating an organization way more then I do... tax id number.. huh??? lol I'm willing to put my best foot forward in 'Caring' as best that I can.... usually it's been just handing out a couple bucks here or there... but never nothing built. I especially like that it would be a 'low funded local government program', and your 'Recovery' ideas. I think the key to lifting people of all economic backgrounds up is to start at home--PRIVATE philanthropy. What if we could motivate more people everywhere to give more in charity dollars; to give more in volunteer work? Anyone who has been blessed with tithing knows that what you give out comes back to you tenfold...not necessarily from the place the gift went, but from the world (karma, God, whatever you want to call it.)
There are so many people out there that think it is the 'government's job' to help charities, so they do not give (some of my relatives included.) We need to get more individuals and families involved in putting forth a personal effort to help their neighbors. What a great feeling to help others!

Oh forgot her org is called w.I.n. Woman in need. My sister in law and her mother started one and are ambassadors to Zambia if Africa call A.I.D.S angels in divine service. Her dad is a federal judge and mom owns a chrisitan store and they started this to help children in Africa affected by aids who's parents have died and left them orphans. They build schools, clinics, homes, and go very 4 th of July . They were given 250 acres by the Zambian government. It can be done.

Why wait to be mayor? Get a local group together and form a nonprofit org. My friend did it with her ministries to help woman coming out of prison to get them back into a normal life. She takes the right candidates and helps provide transportation, computers, help with getting them in school, provides housing and of course the ministry. She started with her own money and now she has had vans donated by a local transportation service, clothes donated and now has a second hand store to help support the cause, we do a golf tournament every year where we invite all the doctors and local medical health related companies and they can market, we get together and do a sale at stinemart and invite the local humane society and other orgs and nonprofits and have an after hour sale and dinner. It has exploded and she now has enough support that she is not using every dime she makes. You have a great idea , use it or find someone to help you to use it. If I lived ther I would because it is a wonderful idea and in this economy we need as many people thinking outside the box as we can get. Cudos!
